自二二八至美麗島事件，高雄已成為亞洲民權運動的重要發生地。中央公園言論廣場的興建，結合公園空間，廣場內設置了肥皂箱，發言者站上肥皂箱後即可自由發表言論，享有言論自由的基本人權。中央公園言論廣場設置地點就位於美麗島事件發生地點周邊，別具歷史意義。言論廣場鄰近人潮眾多的崛江商圈、中央公園捷運站、城市光廊，已成為高雄市觀光景區與都市人文景觀。

From the 228 Incident to the Formosa Incident, Kaohsiung has been an important location in the struggle for civil liberties in Asia. At the Speakers’ Square, speakers can speak their minds freely from a soapbox, enjoying the fundamental human right to free speech. Speakers’ Square is located next to the site of the Formosa Incident, giving it particular historical meaning.The Speakers’ Square is also nearby the busy Shinkuchan Shopping Area, the Central Park MRT Station, and the Urban Spotlight Arcade, and is recognized as a unique urban tourist attraction.
